Adjustment to the Government $2 Scheme: Implementation of the "Flat $2 or 20% Discount" Arrangement

Effective from April 3, 2026, the Government has officially implemented adjustments to the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities." The new arrangement combines a flat-rate and a percentage-based calculation to balance social welfare with fiscal sustainability.
Below are the latest fare details for eligible Persons with Disabilities (PwDs):
Latest Fare Calculation Criteria
Adult Fare of $10 or below: Eligible persons continue to pay $2.0 per trip.
Adult Fare above $10: Eligible persons pay 20% (80% off) of the original fare.
Example: If the adult fare is $18.0, the discounted fare is $3.6.
Note: The 20% discounted fare will be rounded to the nearest 10 cents.
Scope and Eligibility
Target Groups:
Hong Kong residents aged 60 or above.
Eligible PwDs under 60: Recipients of Comprehensive Social Security Assistance (CSSA) with 100% disability or Disability Allowance.
Payment Method: Must use a Personalised Octopus with "Persons with Disabilities Status" or a JoyYou Card.
Covered Transport: MTR, franchised buses, ferries, green minibuses, designated red minibuses, kaito, and residents' buses.

Interchange Discount Adjustments
If your journey involves an interchange (e.g., bus-to-bus, MTR to other transport), the fare will be processed as follows:
Bus Interchange Discount:
The system first deducts the interchange discount provided by the operator.
If the "Remaining Adult Fare" is above $10, you pay 20% of that remainder.
If the "Remaining Adult Fare" is $10 or below, you pay $2.0 (or the actual remainder, whichever is lower).
MTR Interchange Discount:
The system first calculates the fare under the "Flat $2 or 20% Discount" rule.
Then, it deducts any existing MTR interchange discounts.
Friendly Reminders
Automatic Deduction: The system will automatically calculate and deduct the correct amount when you tap your Octopus. No additional registration or action is required.
Avoid "Long-hauls for Short-trips": To maximize your savings, it is recommended to choose routes with a lower base fare for short journeys.
