Public Healthcare Fees and Charges reform on January 1st 2026

Starting this Thursday (January 1), the Hospital Authority will implement new charges at public hospitals, with changes to charges for several items.


  • Adjustment in Out-patient service and medicine fee (see below picture).

  • The emergency room fee will increase from the current $180 to $400 .

  • Non-emergency radiological diagnostic and pathological examination services will be changed from free to charged between $50 and $500. For example, an MRI will cost $500.

  • In addition to the surcharges, four services will be changed from paid to free, including the admission fee for critical and emergency patients to the emergency room from $180 to "free", the admission fee for emergency room beds, the admission fee for day procedures and treatment, and the fee for the psychiatric day hospital from the current $60 to free.

  • The Annual Spending Cap (For Eligible Persons) is $10,000, and no financial review is required, but you must apply for it proactively.
