The United Nations Convention on the Rights of Persons with Disabilities (“UNCPRD”) came into force in the People's Republic of China on August 31, 2008, and also applies to the Hong Kong Special Administrative Region. The purpose of the UNCPRD is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities and to promote respect for the inherent dignity of persons with disabilities. In order to deepen the understanding and concern of the UNCPRD among people with disabilities and the general public, the Hong Kong Joint Council for Rehabilitation / Hong Kong Council of Social Service (“the Joint Council”) established the “Monitoring and Promotion Committee of the United Nations Convention on the Rights of Persons with Disabilities” in 2008, dedicated to promoting the content of the UNCPRD to different sectors of society.

In order to give people of different ages the opportunity to learn about the content of the UNCPRD, the Federation has produced the first and second editions of the "United Nations Convention on the Rights of Persons with Disabilities Simple Pictures and Texts" since 2023. This year, the Federation selected six articles (including: Preamble, Respect for home and family (Article 23), Education (Article 24), Health (Article 25), Work and employment (Article 27) and Adequate standard of living and social protection (Article 28)) for emphasis and published the "Third Simple Illustrated Book of the United Nations Convention on the Rights of Persons with Disabilities".
